The dropout rate among inner city youths is at an all-time high.In cities such as Detroit, Philadelphia, and Los Angeles, highschool graduation rates have fallen well below 50%.  In New York City, America's largest school district, one out every two students entering high school will not graduate.  President Obama and Colin Powell, founder of Americas Promise and former Secretary of State, have called for the need to increase the graduation rates throughout the nation's school districts.   Colin Powell recently noted that such a low graduation rate could in fact pose a threat to national security.
